Mix together ground beef, egg, oats, onion, salt, pepper, sage, Worcestershire sauce, and milk.
Press meat mixture into a 9x5-inch loaf pan or meatloaf pan.
Mix together brown sugar, ketchup, dry mustard, and lemon juice. Pour over meatloaf.
Bake for 45 to 55 minutes, until firm.
