Bring water to a boil in a medium saucepan. Stir in instant white rice, cover and remove from heat. Let sit for 5 minutes, or until all water is absorbed.
Brown meat; drain off fat and return to skillet. Add pepper, garlic salt, tomato sauce, and Worcestershire. Stir and simmer for 5 minutes.
Mix together cottage cheese, sour cream, and rice.
Lightly spray a 9x9 casserole dish with cooking spray. Spread rice mixture in the bottom of the pan. Top with meat sauce. Sprinkle cheese on top of casserole and bake for 20-25 minutes.
Notes:
You can use 3 cups of any type of cooked rice you prefer.
Can substitute ground turkey for the ground beef.
I urge you to try this with cottage cheese. I don't eat cottage cheese, but I love it in casseroles. If you won't try it, ricotta cheese is a common substitute for cottage cheese.
You can substitute plain Greek yogurt for the sour cream.
You can assemble the casserole ahead of time and refrigerate overnight. You may need to add a few minutes to the cooking time if baking straight from the refrigerator,
